Letter from the Chair

Dear Delegates,

Each year, the National Collegiate Security Conference Executives evaluate dozens of the most innovative and creative committee possibilities in the circuit. This year, we are once again pioneering the field with the introduction of a Free Trade Agreement simulation.

My name is Thomas Vargas and I am excited to be the Chair for this groundbreaking committee. I am currently a rising junior at Georgetown University pursuing a degree in International Politics with a concentration in International Law. I am also a citizen of Costa Rica, which could very explain my interest in this simulation. Most importantly, however, it is my distinct pleasure to lead one of the most dedicated teams in NCSC history, and I am sure that you will not regret your involvement.

The following Background Guide is intended to introduce you to our simulation. It’s design is meant to allow you to navigate through trade policy formation, tackle the nuances of Central American integration and deepen your understanding of a distinct—but equally relevant—type of negotiation: what we have chosen to call a Joint Negotiation Simulation.

But to make this venture a success, we will require your patience (as we tweak our undertaking) and your skill and preparation to streamline debate. I advise you to research your positions thoroughly, to immerse yourself in the understanding of Central America and the European Union, and to continue to pursue your interest in trade negotiations.
