The majority of simulations at NCSC XXXVIII are small, innovative committees that will not adhere strictly to any established codes of parliamentary procedure. All will operate according to simulation-specific rules, to be elaborated by individual chairs either in background materials or at the outset of the first committee session. A minority of simulations, however, will operate according to established parliamentary procedure. The parliamentary procedure backbone employed in NCSC XXXVIII committees can be found in the file below. Any questions or concerns about the rules of procedure used in any specific committee should be directed first to the Chair of the committee before being addressed to the appropriate Under Secretary-General.
