
Regency and Reform: The Cabinet of the Empress Dowager Cixi, 1861
The year is 1861—three centuries since the rise of the Qing Dynasty, but mere decades from its fall. Following the death of the Xianfeng Emperor, Empress Dowager Cixi defied tradition and seized power through the daring “Widow’s Coup.” Now, as the de facto ruler of a fractured empire, she faces the impossible task of saving China from collapse.
The Qing court is paralyzed. Centuries of bureaucracy have rotted under the weight of corruption and inefficiency. Once-mighty institutions are hollow, and officials prioritize self-preservation over governance. Economically, the empire is stagnating, strained by war indemnities and declining productivity.
Foreign pressure grows. The Second Opium War has just ended, and Western powers impose humiliating privileges under unequal treaties. Missionaries, merchants, and gunboats push deeper into China, threatening sovereignty and tradition. The court must modernize—militarily, industrially, and politically—without surrendering to Western domination. And from within, the empire bleeds. The Taiping Rebellion scorches the South, while secret societies and local warlords rise as central authority fades. Cixi’s Cabinet must act swiftly.
As members of Cixi’s newly formed Cabinet, delegates must shape the path forward. Can China modernize without Westernizing? Can stability be restored before the empire shatters completely? The fate of the Qing—and of China itself—rests in your hands.

Emma Hu (she/her) is a member of Georgetown University’s Walsh School of Foreign Service Class of 2027, majoring in International Politics and pursuing a Certificate in Asian Studies. Originally from Shanghai, China, she has also called McLean, Virginia home for the past eight years. Model UN has been a central part of Emma’s life since high school, and she continued her passion at Georgetown by competing with the GUMUN team her freshman year and contributing to both NCSC and NAIMUN annually. Last year at NCSC, she served as the Crisis Manager for the all-women’s Nontraditional Joseon Dynasty committee. Outside of MUN, Emma enjoys watching soccer (COYG!), exploring new music, traveling, and spending time with friends. She’s beyond excited to be back for another incredible year with NCSC.

Michael Mullin is a member of the class of 2026 in the College of Arts and Sciences majoring in Physics and Computer Science with a minor in Economics. Originally from Omaha, Nebraska, Michael loves exploring the (comparatively) big city of DC and will never turn down an opportunity to see a theatrical performance at the Kennedy Center. His model UN experience comes from his participation in Georgetown’s MUN team and staffing both NCSC and NAIMUN. Additionally, Michael enjoys playing board games, watching movies, reading, and swimming while he isn’t busy with schoolwork or his tutoring job. He is excited to CM the Cabinet of the Empress Dowager Cixi and is looking forward to NCSC LIII!
